Incoterms provides a set of international rules, published by the International Chamber of Commerce (ICC), for the interpretation of the most commonly used trade terms. 
Incoterms help to clarify responsibilities between the buyer and seller engaging in foreign trade.

Risk of loss or damage is transferred from seller to buyer when goods have been delivered to the carrier. Responsibility may be either the buyer or seller.
